Selection Procedure: The selection of candidates for appointment to non interview posts included in the Group 2 (CSSE-II) Examination will be made on the basis of the marks obtained by the candidates in the Written Examination following the rule of reservation of appointments separately for each category of post.

Written Examination:
1. The written examination is of Objective Type, which consists General Studies, Aptitude and Mental Ability Test, General Tamil/ General English.
2. Two types of question papers will be set. One type of question paper will contain questions on General Studies (75 items), Aptitude and Mental Ability Test (25 items) and General English (100 items). The other will contain questions on General Studies (75 items), Aptitude and Mental Ability Test (25 items) and General Tamil (100 items). India Ranks 77th in World Disaster Risk Index
The United Nations University Institute for Environment and Human Security (UNU-EHS) and Bundnis Entwicklung Hilft on 25 August 2016 released the World Risk Report 2016, that analyzes the role of infrastructure in shaping a country's disaster risk. Highlights of the Report:
  • It finds that inadequate infrastructure and weak logistic chains substantially increase the risk that an extreme natural event will become a disaster.
  • When it comes to aid measures following extreme natural events, the challenges mostly lie in the last mile of the logistics chain: organising transportation despite destroyed streets or bridges.
  • Crumbling transport routes, unreliable electricity grids and dilapidated buildings not only hinder humanitarian aid from overseas, but also delay crucial aid for those affected in the disaster.
  • Sufficient, high-quality infrastructure cannot only prevent the often catastrophic consequences of natural hazards such as flooding or storms.
  • Critical infrastructure can thus reduce the risk of natural hazards for populations and it can mitigate economic losses.
  • Over the last few decades, the world has experienced an increasing number of catastrophic earthquakes, tsunamis, floods, storms and droughts.
  • Disasters are not natural per se. A disaster occurs when natural hazards hit a highly vulnerable society. Vulnerability results from the complex interplay of social, economic, environmental and governance-related factors like public infrastructure, poverty and inequality.
  • Infrastructure can be decisive in determining the impact of disasters. Countries and their economies depend on critical infrastructure like communication, transportation public institutions to function.
  • Having infrastructure in place is only the first step. People and the institutions should ensure that critical infrastructure is maintained and managed properly to mitigate the negative impacts of natural hazards.
  • Southeast Asia, Central America, Oceania and the Southern Sahel are consistently disaster risk hotspots. These regions consistently face higher disaster risk due to their high vulnerability and high exposure to natural hazards such as earthquakes, storms, floods, droughts and to sea level rise.
  • It identifies a strong need for action for improving the logistics and infrastructure in the countries Benin, Burundi, Haiti, Cambodia, Cameroon, Madagascar, Myanmar, Zimbabwe and Chad, which are at severe risk of extreme natural events.
International Day against Nuclear test observed globally
International Day Against Nuclear Tests was on 29 August 2016 observed across the world with an aim to raise people’s awareness on the need to prevent nuclear catastrophes to avert devastating effects on humankind, the environment and the planet.
  • The United Nations General Assembly declared 29 August as the International Day against Nuclear Tests by unanimously adopting resolution 64/35 on 2 December 2009.
  • The resolution was initiated by the Republic of Kazakhstan, together with a large number of sponsors and cosponsors with a view to commemorate the closure of the Semipalatinsk Nuclear Test site on 29 August 1991.
  • The Day is meant to galvanize the United Nations, Member States, intergovernmental and non-governmental organizations and the media to inform, educate and advocate the necessity of banning nuclear weapon tests.
National Sports day observed on August 29
National Sports Day was observed across India on 29 August 2016. The day is celebrated to mark the birth anniversary of the legendary hockey player Dhyan Chand who was born on 29 August 1905.
On this occasion, President Pranab Mukherjee conferred National Sports and adventure awards on sports person at the Rashtrapati Bhawan, New Delhi.
India- Myanmar signed four agreements to boost global co-operation
India and Myanmar on 28 August 2016 signed four Memorandum of Understanding (MoU) to enhance cooperation and bilateral relations between the two countries.
The pacts were inked after delegation level talks between Prime Minister Narendra Modi and visiting President of Myanmar U Htin Kyaw in New Delhi. President Kyaw was on a four day visit to India from 27 August to 30 August 2016.
The four agreements signed include
  • MoU on cooperation in the construction of 69 Bridges including AP Aproach Roads in the Tamu-Kyigone-Kalewa Road Section of the Trilateral Highway in Myanmar.
  • MoU on cooperation in the construction / upgradation of the Kalewa – Yagyi Road Section.
  • MoU on cooperation in the Field of Renewable Energy.
  • MoU on cooperation in the field of Traditional Systems of Medicine.
India-US signs LEMOA
India and the United States on 29 August 2016 signed Logistics Exchange Memorandum of Agreement (LEMOA). The logistics agreement will enable the forces of the two nations to use each other’s bases for repair and replenishment of supplies.
Highlights of the agreement
  • It makes joint operations easier and more efficient.
  •  It does not allow each nation to set up bases on the other, but to use bases and equipment only for operating together when they choose to.
On arrival at the Pentagon, Parrikar was given an enhanced honour cordon. The enhanced honour is reserved for valued guests and visitors during which national anthems are played. After the ceremonial welcome, Parrikar laid wreath at the 9/11 Memorial, following which the two leaders headed for talks.
The talks between the two defence leaders at Pentagon, the sixth meeting between the two defense chiefs, comes ahead of key annual exercises in India between US and Indian forces. The joint drills of the two forces named Yudh Abhyas will take place in the mountain of the northern India on September 2016

All you Need to know about Unified Payment Interface
UPI is a payment system that allows money transfer between any two bank accounts by using a smartphone.UPI allows a customer to pay directly from a bank account to different merchants, both online and offline, without the hassle of typing credit card details, IFSC code, or net banking/wallet passwords.
  • Steps to get started with UPI: Download the app from Play Store and install in phone; 2. Set app login; 3. Create virtual address; 4. Add your bank account; 5. Set M-Pin; and 6. Start transacting using UPI
  • How safe is UPI? It is safe as the customers only share a virtual address and provide no other sensitive information.
  • What kind transactions can be performed via UPI? Merchant payments, remittances, bill payments among others.
  • Is there a per transaction limit? The per transaction limit is Rs.1 lakh.
  • How exactly does one make a payment transaction? A user can make an in-app payment for goods or services purchased online. For instance a site allows purchase of a movie-on-demand. User clicks buy, the site/app triggers the UPI payment link and is taken to the pay screen of the UPI app, where the transaction information is verified and a click followed by entry of a secure PIN completes the purchase.
ISRO successfully test-fires scramjet engine
The Advanced Technology Vehicle (ATV), a sounding rocket (research rocket) with a solid booster carrying advanced scramjet engines, was successfully flight-tested from the launch pad of the Sathish Dhawan Space Centre, also known as Sriharikota Range (SHAR), at Sriharikota on Sunday.
Things to know about the Scramjet Engine
  • India is the fourth country to demonstrate the testing of Scramjet engine
  • The scramjet engine is used only during the atmospheric phase of the rocket’s flight.
  • Scramjet engines will help bringing down launch cost by reducing the amount of oxidiser to be carried along with the fuel.
  • Scramjet engines designed by ISRO uses hydrogen as fuel and the oxygen from the atmospheric air as the oxidiser.
  • The test-flight is maiden short duration experimental test of ISRO’s scramjet engine with a hypersonic flight at Mach 6 (six times the speed of sound).
  • Two scramjet engines were “hugging” the rocket on its sides and when the rocket reaches a height of 11 km the scramjet engines would start breathing air.
  • The ATV rocket weighed 3,277 kg during lift-off.
NASA's Juno probe completes first Jupiter flyby
NASA’s solar-powered Juno spacecraft has successfully executed its first flyby of Jupiter, our solar system’s most massive planet. During its first flyby, Juno passed just 4,200 kilometres above the planet’s clouds. It was the closest contact ever achieved by a man-made probe with Jupiter.
Key Facts:
  • During this flyby, it was for the first time Juno had its entire suite of science instruments activated. During this closest approach, Juno passed about 4,200 kilometres above Jupiter’s clouds and travelled at speed of 208,000 kilometres per hour with respect to the planet.
  • There are 35 more close flybys of Jupiter planned during Juno’s mission scheduled to end in February 2018. About Juno spacecraft The unmanned Juno spacecraft launched on August 5, 2011, from Florida, US. It had arrived at Jupiter on July 4, 2014.
  • Juno is the first solar-powered mission designed by NASA to see beneath Jupiter’s clouds. It had travelled 2.7 billion kilometres since its launch to reach Jupiter. It has nine instruments on board to study atmosphere, gravity, magnetic field and possible existence of solid core in Jupiter.
  • Juno will also map Jupiter’s gravity and magnetic fields and also track how much water is present in the atmosphere. It will have mission life of 20 months from July 2016 to Feb 2018.
  • In its mission life, the spacecraft will circle the Jupiter 37 times before finally making a death plunge in 2018 in order to avoid accidentally crashing onto one of the planet’s moons.
Nico Rosberg wins 2016 Belgian Grand Prix
Mercedes driver Nico Rosberg from Germany has won the 2016 Belgian Grand Prix of Formula One. It was Rosberg’s overall tenth championship title of F1 in his career and the sixth win in the 2016 season. Earlier, he has also won Australian Grand Prix, Bahrain Grand Prix, Chinese Grand Prix and Russian Grand Prix.
  • 2016 Belgian Grand Prix was the thirteenth race of the 2016 season of Formula One in which total 11 teams had participated. The race was run on Circuit de Spa-Francorchamps

 About Tamil Nadu PSC
The Tamil Nadu Public Service Commission (TNPSC) is a division of the govt. of Tamil Nadu that is accountable for governing the staffing of personnel in the state public service. It is the beneficiary of the Madras Service Commission that came into existencebelow an Act of Madras Legislature in the year 1929 and was the first Provincial Public Service Commission in the country. It accepted its existing name in the year 1970. It activates under 315 to 323 Articles of Part XIV of the Constitution of the Nation.
In 1923, the Indian Govt.recognized a Public Service Commission to inspect the income structure of the Indian Civil Service and the opportunity of transmitting some of the responsibilities to provincial service. The Commission was collected of 5 Englishmen and 4 Indians, with Viscount Lee of Fareham aiding as the Chairman. The Commission also give a lecture on the rate of Indianisation of the Indian Civil Service and Indian Police. It was left mainly to the decision of provincial govt. to hire and implementationon controller over their services, as judged proper. As anoutcome of the optional powers left to provincial Govt., the Govt. of Madras and Punjab projected to build their own public service commission.
During the year 1970, when the title of the State was changed to Tamil Nadu, the Madras PSC was retitled as the Tamil Nadu Public Service Commission.

Education Qualifications

For Personal Assistant to the Hon’ble Judges - a) Any Bachelor Degree in Science, Arts, Commerce, Engineering, Medicine, or any other discipline of a recognised University in Indian Union, in 10+2+3 or 11+1+3 pattern b) Must have passed the Government Technical Examination in Shorthand and Typewriting in English – Higher Grade. c) Must have passed the Certificate Course in Computer on Office Automation conducted by the Directorate of Technical Education

Personal Assistant (to the Registrars) Personal Clerk (to the Deputy Registrars) - a) Any Bachelor Degree in Science, Arts, Commerce, Engineering, Medicine, or any other discipline of a recognised University in Indian Union, in 10+2+3 or 11+1+3 pattern b) Must have passed the Government Technical Examination in Shorthand and Typewriting in English – Higher Grade and Shorthand and Typewriting in Tamil - Higher Grade. c) Must have passed the Certificate Course in Computer on Office Automation conducted by the Directorate of Technical Education.

For Computer Operator - a) Any Bachelor degree in Computer Science/ Computer Applications from a recognised University of Indian Union, in 10+2+3 or 11+1+3 pattern (OR) Any Bachelor Degree in Science, Arts, Commerce, Engineering, Medicine, or any other discipline of a recognised University in Indian Union, in 10+2+3 or 11+1+3 pattern with a diploma in Computer Applications from any recognised University or any Institute recognised by the All India Council for Technical Education. AND b) Must have passed the Government Technical Examination in Typewriting in English and Tamil by Higher / Senior Grade

For Typist - a) Any Bachelor Degree in Science, Arts, Commerce, Engineering, Medicine, or any other discipline of a recognised University in Indian Union, in 10+2+3 or 11+1+3 pattern b) Must have passed the Government Technical Examination in Typewriting in English and Tamil by Higher / Senior Grade. c) Must have passed the Certificate Course in Computer on Office Automation conducted by the Directorate of Technical Education.

Selection Procedure 

For the Posts of Personal Assistant to the Hon’ble Judges, Personal Assistant (to the Registrars) and Personal Clerk (to the Deputy Registrars) - Selection will be made in two successive stages i.e., (i) Written Examination and (ii) Oral Test in the shape of an interview. Final selection will be made on the basis of the total marks obtained by the candidates at the Written Examination and Oral Test and Educational Qualification taken together subject to the rule of reservation of appointments.
Candidate’s appearance in the Written Examination and Oral Test is compulsory. A candidate who has not appeared for the Written Examination or the Oral Test will not be considered for selection, even if he/she secures qualifying marks for selection.

For the Post of Computer Operator, Typist, Reader/Examiner, Cashier and Xerox Operator - The selection will be made on the basis of the marks obtained by the candidates in the Written Examination and considering the Educational Qualification following the rule of reservation of appointments separately for each category of post (wherever applicable). [Counselling may be conducted for the posts with Technical Qualification and Non Technical Qualifications separately for which candidates are selected based on written Examination alone]
